COUNCIL TO HOST SPEAKER ON TOPIC OF EARTHQUAKES
DR. ANDREA DONNELLAN spoke at the May 2006 Town Council Meeting and was so well received, she has been invited to return. She is the interferometric synthetic aperture radar (InSAR) science lead at Cal Tech JPL. She will speak at the April 1, 2009 Town Council meeting.
Donnellan, is a geophysicist, who joined JPL in 1993. Her specialty has been the study of earthquakes, plate tectonics and the corresponding movements of Earth’s crust, through both interferometric synthetic aperture radar and global positioning system technology. Donnellan is also principal investigator of NASA’s QuakeSim project, which integrates data and computer simulations to improve understanding of earthquake faults and how they interact. She has conducted field studies in California in the region of the Northridge earthquake, the Ventura basin and on the San Andreas Fault. She has also completed fieldwork in Antarctica, Bolivia, Mongolia and Alaska, among other sites. She will talk, further, about earthquakes.
FAMILY BINGO FOR FUN NIGHT with HOT DOGS AND CHILI
April 25th, 5:30 pm to 8:00 pm
We are planning a fun evening with “Hot Dogs and Chili” starting at 5:30 pm. “Bingo for Fun” begins at 6:30 pm. There will be no presale tickets for this Family event. Cost will be $5 for adults and $3 for children. The price includes dinner and 10 Bingo cards. We will have six half-hour Bingo sessions with a prize awarded to the player with the most “Bingos” at the end of each session. There will be a small cash door prize awarded at 8 pm. We hope you come to meet lots of old friends, make new ones and have a good time with your neighbors on the Hill. We are asking that each person attending brings one or two “White Elephants” to put on the prize selection table.
VEGAS NITE COMING SOON

We begin Vegas Nite with a Spaghetti Dinner at 6pm. At 7pm we start the gaming. Do you like to gamble Vegas style playing “Black Jack” and “Texas Hold ’Em”? We will have several tables for those games! We also have a Wheel of Fortune for the non-card players. We offer two other games “Up and Down the River” and “Chuck-a-Luck” which don’t require card skills, but are lots of fun. You gamble with the sack of chips you receive at the door. At 10pm everyone counts up their chips. Then the person with the biggest winnings gets first choice of the many prizes. The second biggest winner gets second choice, etc. There are always enough donated prizes for everyone, thanks to local merchants and JHCA members. Come and join your friends and neighbors for a good meal and gaming fun!
WORK DAY - MAY 16
8 am to Noon
We are planning to do scraping and painting of the trim on the outside of the Community Center Building. Inside, we will be cleaning and organizing storage areas. Also we will be doing the usual brush and weed cleanup outside. A free lunch will be provided so the workers can relax and visit with each other.
Since we have recently had new stucco on the exterior of the building, we are looking for experienced, cautious painters to paint the eaves!
JHCA GENERAL MEETING & DINNER

We are going to try something that we haven’t done for many years---a pot-luck! The association will provide the meat. Members and family eat free, non-members are asked to donate $3. This is your chance to hear what has happened with JHCA so far this year and express your opinions to the JHCA Board, and socialize with your neighbors. Hope to see you all there!
DOROTHY WINFIELD MOVES TO OREGON
Long time resident Dorothy Winfield moved to Oregon the end of last year, to be close to her family. Dorothy served the community for several years as a Board Member. She was also active in Junibees. Community activities found her in the kitchen helping prepare meals for many events. Always a concerned community member and friend, she will be sadly missed. RENTALS
The Juniper Hills Community Center is available for rent. One of the most critical issues is the renter must be a member of the JHCA for 6 months prior to the rental date. It's $250 to rent for a 24 hour period and this includes the entire facility. Security Deposit is $300.00 and is refundable if the facilities are left clean and undamaged. Security Deposit, Rental Fee, and signed Rental Agreement must be received at least 2 weeks prior to rental date. If alcohol will be served there is $200 charge for the Security Guard who must be present. If children are to be present, they must be supervised.

Residents who do not own tractors want to express their thanks to those who do own tractors and who took the time to clear roads for all to use during the snow and rain.
WINETASTING TO BE JOINT VENTURE
The Community Association will host the Winetasting Event this year, with the Town Council Assisting. We have a number of people on the committee, but would love to have more. If you would care to work with us in selecting the wines and planning the event, please call Lori, 944-1351. The event will be held October 10 from 4:00 to 7:00 pm. Tickets will go on sale May 1.

David Borden and Teri Houser cooked up some wonderful hotcakes. Assisting in the kitchen were Carol and Don Pierce, Lorraine Shone, Sharon Sugajski, and Mary West. Greeting people and selling tickets were Bob Houser and Larry Mick. Louise Whitt, Mary West, Lorraine Shone, Sharon Sugajski and Evelyn Witt helped with setup!
WHAT’S MISSING?
In past years, the Juniper Hills Community Association had activities just for the young people on the hill. Those of us on the Board have grown children and no longer relate to the needs of the young kids. The Baseball-Softball Field was developed with funds from the Barry Brown Fund. It has not been used in years. We used to have a 4-H Club in Juniper Hills, but that, too went by the wayside.
What do we need to provide for the young people of the hill? What parents are willing to work with us to plan and develop these activities? Call Viki at 944-2729 or Lori at 944-1351.

JUNIBEE BUZZ
NEW OFFICERS SEATED
Newly seated to organize monthly activities for the Junibees are Sharon Sugajski, President; Mary West, Vice President; Chris Hardy, Secretary; and Ingrid Fulcher, Treasurer. Their meetings are the third Wednesday of each month. December meetings are often changed depending on Christmas. There are no meetings in July or August.
BOOK CLUB MEETS MONTHLY

YARD SALE PLANNED BY JUNIBEES
Louise Whitt reports the Junibees will be holding a Yard Sale on Saturday, May 9, 8:00 am to 2:00 pm.
Spaces are available for $10.00 to anyone who wishes to sell his or her items. The only stipulation is that if you bring an item that does not sell, then it is your responsibility to remove the item from the Community Center that same day.
The Junibees will be selling Hot Dogs and Beverages during the event.

EXERCISE GROUP
The group continues to grow in number. Sessions are held Mondays, Wednesdays and Fridays from 9:00 am to 10:00 am. at the Community Center. Bring your own mat. Call Louise at 944-5227 for info. Everyone is welcome. Cost is $1.00 per person per session.

TOWN COUNCIL ELECTION TO BE HELD NOVEMBER 3 AT COMMUNITY CENTER
Two years ago, the Town Council changed their bylaws to provide for election of new members in conjunction with regular elections, which will occur November 3 of 2009, Three positions will come up for election this November.
If you are interested in running for the Town Council, please contact Lori Weatherbie, 944-1351, for an application.
Applications will need to be turned in to her by October 1, 2009. If sufficient people apply, there will be a meeting at the Community Center on October 17 to hear the Candidates.
WHAT IN WORLD IS A “CUP”?
In the often jargon-filled world of government, sometimes terms or acronyms are tossed around that might be a little intimidating. Take heart, as one of those mysteries is about to disappear!
“CUP” is short for Conditional Use Permit.
As you may know, zoning is the key local government power that allows cities and counties to segregate different land uses in separate districts, or “zones”, so they don’t impact one another – something like not having a slaughterhouse next to a hospital.
These zones are usually classified as agricultural, residential, commercial, industrial, and the like. In order to make each zone work, a list of those land uses that fit in that zone is made. So, a zone intended mostly for single family homes will have a list that includes single family residences, guest houses, swimming pools, etc. as the uses that are okay in that zone no matter what.
As another example: In certain commercial zones, one may consider grocery store, furniture store, hardware store, shoe store and coffee shop alley to be okay no matter what, but wholesale bakery to be too intense because it would conflict with those uses that are okay in that zone. In this case, the grocery store is a Permitted Use and the wholesale bakery is a Prohibited Use.
But what about those use that might be okay in that zone? These are uses that could be compatible with the other uses in that zone if they could be reviewed on a case-by-case basis and conditions set to make sure that the use can work in that zone – These are Conditional Uses.
The review process can result in the issuance of a Conditional Use Permit, or CUP, if it can be conditioned to work in that zone at that location. A conditional use might be a religious assembly use (church, synagogue, etc.) in a multiple family residential zone. The use is reviewed based on how it will be operated, etc. Then the reviewing body (like a Planning Commission) will determine if it needs any conditions placed on it to make sure it is compatible with the existing and future uses nearby and allowed in that zone. If they can’t place enough conditions to raise it to the level of compatibility, then they must deny the CUP. But, they must only place conditions that are directly related to that use’s compatibility in that location and in that zone. If they set a condition that is unrelated or is beyond merely making it compatible, then that is a violation of law and could be a constitutional 5th Amendment taking issue.
In Los Angeles County, every zone has a list of permitted uses, those that require review and those that require a permit. Those that require a permit are the Conditional Uses – and the permit is a CUP – that requires notification and a review hearing.
A CUP requires notification of the surrounding property owners and a 4’x8’ posting of the notice at the property. It is likely that the hearing officer/Planning Commission will take community input very seriously based on the merits of their arguments about compatibility.
GET ON THE JUNIPER HILLS MAILING LIST AND STAY INFORMED!
A variety of things have happened recently on the Hill, from illegal grading and Cock Fighting to dogs running loose and causing damage, and most recently a break-in on 103rd St East north of the San Andreas Fault line. The break-in was reported in the local Antelope Valley Press. A Town Council member noticed it, copied it and sent it to others. Vance Pomeroy got a better clarification of the event from the Sheriff and sent it around.
Vance Pomeroy, who maintains a Master E-mail List for our community, notified everyone on this list. Staying informed of these events helps us all to be alert.
